Performs billeting office duties as directed, but not limited to: scheduling reservations, determining official and unofficial charges, providing check-services, collecting funds for chargeable quarters, overseeing housekeeping personnel and preparing their schedules, performing key check in and out procedures, balancing end of shift transactions and receipts, reporting maintenance needs, and handling questions and requests both in person and over the phone. Methods of conducting billeting business will be in accordance with established policies, procedures, regulations, guidelines, and directives. Exercises judgment to balance billeting practices and customer needs when making decisions and dealing with out of the ordinary situations. Determine billeting priorities when coordinating with the billeting custodians. Various administrative and other duties as requested and assigned to support the needs of the Billeting Public Service Supervisor and Training Center. These tasks include, but are not limited to: computer input, data research and composition, writing letters and correspondence, creating documentation, compiling information and reports, receiving requests and scheduling facilities, submitting purchase orders, collecting fees, maintaining historical records and files, preparing temporary hand receipts, issuing and clearing facilities, coordinating, and filing telephone and radio traffic. Request assistance and coordinate efforts of others in the most efficient manner. Personally handle matters and follow-up to ensure adequate resolve. Ensures fitness facility is maintained and ready for use at all time. Performs other duties as assigned. PD D0604
SECURITY CLEARANCE: Employment is subject to attaining and maintaining a NACI clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. GENERAL EXPERIENCE : Experience, education, or training which provided general knowledge of housing management methods, practices and operating techniques, ability to communicate information both verbally and in writing, and the ability to meet and deal with individuals and groups.
SPECIALIZED
Experience: Must have 18 months of the following type of exerpience:
1. Experience which demonstrates training in billeting management procedures and general business practices related to management of housing facilities.
2. Experience which demonstrates the ability in managing and controlling budgets, materials, manpower needs, contracts, and other viable resources.
3. Experience which demonstrates developing recommendations and documents containing justification for housing resources.
4. Experience using automated systems to update, retrieve and analyze data.
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor''s degree, in an accredited college or university, meets the GS-5 level requirements. If education is being substituted for specialized experience, a college transcript must accompany the application or resume.
KNOWLEDGE, SKILLS AND ABILITIES (KSA''S), LISTED BELOW, WILL BE USED IN THE SELECTION PROCESS. KNOWLEDGE, SKILLS AND ABILITIES ARE IMPORTANT TO THE ENTIRE SELECTION PROCESS AND SHOULD BE ADDRESSED SPECIFICALLY AND COMPLETELY IN THE APPLICATION.
1. Knowledge of Department of Army and National Guard Bureau billeting management procedures and general business practices related to the management of government-owned housing facilities composed of a variety of accommodations and quarters and utilized via troop issue, paid billets, and inter service agreements.
2. Knowledge which demonstrates skills in developing and implementing a variety of directives and instructions concerning the full range of billeting activities for application by residents and lower level housing personnel.
3. Knowledge of Department of Army, the State National Guard, and the training sites funding policies and procedures to assure funds are spent for authorized uses.
4. Knowledge developing recommendations and planning documents containing justification for housing resources.
OTHER REQUIREMENTS: A pre-employment physical or medical screening may be required for placement to this position.
Selectee will be required to participate in Direct Deposit/Electronic Funds Transfer (DD/EFT) program as a condition of employment.
SECURITY CLEARANCE REQUIREMENT : Employment is subject to attaining and maintaining a security clearance as required by the position. Failure to complete NGB prescribed courses at the PEC for new FTS personnel within the first year of employment may be cause for reassignment or termination of FTS.
Note : Permanent Change of Station (PCS) allowance may not be authorized for this position. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Government.
